I have a few local changes that should be tested that will be pushed out to the PPA later tonight. In the meantime, we can test if the pulseaudio file is executable as well, but ultimately, we need to drop the alsactl bits from udev/rules.d and convert the alsa-utils initscript to an upstart job. The alsactl store race is definitely happening on reboot/shutdown.
