Sorry for the mistake. ibus-anthy is indeed installed. However, a Japanese 
input method is not immediately available.
Launchpad is throwing an error when I attempt to edit the bug description, so 
I'll provide an updated description here:

As of Karmic, gnome-language-selector no longer installs a readily
usable IME when adding Japanese language support.

When I installed Japanese support, ibus was not configured with a
Japanese input method. Post-install, I had to manually add one.

In previous versions of Ubuntu when language-selector installs scim-
anthy, a Japanese input method is automatically configured. The switch
to ibus-anthy has introduced an extra step in configuration of a
Japanese input method.
