You mention both an "updater" and a "new installation". Was this on a system that was upgraded from Jaunty to Karmic, or was it a completely new install of the system? We are not changing the bootloader on upgrades to karmic; upgraded systems will continue to use grub 1 by default.
Boot menus not being updated when a new kernel is installed usually indicate that you hand-edited /boot/grub/menu.lst, and then opted to keep your version of the file when prompted on a previous update.
