The output of the failing package installation is as follows:

Was this a new karmic install, or was this system upgraded from jaunty?

I see three possible explanations for the missing /boot/grub/menu.lst:
- Your /boot is on a separate partition which is not mounted.  This would most 
likely be user error.
- You have manually deleted /boot/grub/menu.lst.  This would also be user error.
- Your system is a fresh karmic install, using grub 2, in which case 
/boot/grub/menu.lst is not supposed to exist and the grub 1 package is not 
supposed to be installed.  In that case, whatever caused grub 1 to be installed 
is a bug.

Do you know which of thees cases applies?
