Binary package hint: grub

grub-install/update-grub shows me following:
"Your /usr is broken; please fix it before calling this wrapper"
What does '/usr is broken' mean?

Last kernel upgrade which running update-grub successfully was 2.6.31-12

ps: reporting bugs in launchpad is real pain at the moment, site is extrem slow 
and unstable (redirection bugs)
package chooser only shows the beginning of the packages description.
