qt-language-selector should take care of installing the kde-l10n-*
packages, which does not seem to do in all cases.

I tested installing Kubuntu having selected Catalan as the installation
language. Once the installation had finished, I installed Catalan in
language-selector (Kickoff > Favorites > System Settings > Language
settings) -although it should have probably already been installed- and
after finishing kde-l10n-ca was not installed.

However, when I tried to install a second language afterwards, qt-
language-selector did prompt me about missing translation support and
installed kde-l10n-ca.

So it seems that qt-language-selector is doing its job, but not in all
cases and the kde-l10n-* do not get installed automatically.
