@Graham -- i see some devices listed in your dmesg and in your lsusb so
I assume that generally devices plugged directly into the ports are
working. I see it is an 8 port hub that is reporting errors later in
the boot:

  [ 1.585268] hub 1-0:1.0: USB hub found
  [ 1.585286] hub 1-0:1.0: 8 ports detected

[ 8.894118] hub 1-0:1.0: Cannot enable port 3. Maybe the USB cable is bad?
  [ 8.894130] hub 1-0:1.0: cannot disable port 3 (err = -108)
  [ 8.894141] hub 1-0:1.0: cannot reset port 3 (err = -108)
  [ 8.894151] hub 1-0:1.0: cannot reset port 3 (err = -108)
  [ 8.894160] hub 1-0:1.0: cannot reset port 3 (err = -108)
  [ 8.894169] hub 1-0:1.0: cannot reset port 3 (err = -108)
  [ 8.894178] hub 1-0:1.0: cannot reset port 3 (err = -108)
[ 8.894186] hub 1-0:1.0: Cannot enable port 3. Maybe the USB cable is bad?

Can you give us some information on that hub make and model etc, and can
you get a dmesg from a boot on the -13 kernel and an lsusb -nv as well
and attach those to this report. Thanks!
