Well, this package is grub 1, so yes, you do have it installed. :)

And this is the grub2 package that was originally installed and was
removed along the line.
And here's where grub-pc gets removed in favor of grub:

And here's *why* it gets removed:

So you appear to have manually selected startupmanager for installation,
and startupmanager only supports grub 1.
That's a valid thing to choose to do, so we don't disallow it, it just
seems that it wasn't what you wanted to have happen.
To get back to a state where grub.cfg gets updated when the kernel
changes, a simple 'sudo apt-get install grub-pc' will do (and remove
startupmanager again).
Thanks for following through on this bug report - closing it as invalid,
since all the components here appear to be working as intended.
