Your are correct, you should only have one. The network manager applets support changed in feisty to use "Network Applet 0.64" which is the official gnome network manager.
Can you confirm how you installed feisty? Was it an upgrade from edgy (over the internet or from a fesity herdX cd)? Or was it a clean install? We will also need to know which herd cd version you were using.
