This happens with me as well. The management options don't take effect after the specified time. Indeed, they don't take effect ever! I've set my screen to dim, which doesn't work, and to blank after a certain amount of time, which doesn't work. Nor does the system enter standby after the specified period of time. All of these settings are for "On AC Power" rather than battery. I haven't tested the "On Battery Power" settings yet.
