unrar can't be a depends because it is not in main. it won't ever be in
main due to licensing restrictions (it isn't free software).

Depends are only appropriate in cases where a package is absolutely
essential to make an application work properly, or provide a large part
of it's functionality. unrar would not be an appropriate dependency
because it is not essential for file-roller to work and handle other
archive types
