Missing locales informations for New-Caledonia.

The only difference I know between New-Caledonia and fr_FR is the currency:
- symbol: XPF
- decimals: none

Building an accounting application with PHP, I wanted to use the PHP
function "money_format" witch act like a wrapper to strfmon() C
function. Unfortunately no locale has correct information in LC_MONETARY
for my country (New-Caledonia)

Our currency exists in ISO-4217 (http://en.wikipedia.org/wiki/ISO_4217)
this currency also applies to French Polynesia

We need a French territories specific locale.
