I have kubuntu 9.04 and kde 4.3.2 and I am experiencing the same problem. new themes say they download but do not show up in the list. When I check in ~/.kde/share/apps/ksplash/Themes there will be an html file. The only way I can get a theme to work is to manually download the file and place it in the themes folder.
