I don't think that this is a bug. smartmontools has the option to send
an email to a specified email address in smartd.conf on drive failure. I
suspect that without the mail command (the MUA) the email can not be
submitted and without postfix (the MTA) the submitted mail could not be
delivered.

It seems reasonable to require an MUA (Mail User Agent) to be installed.
However postfix is a rather 'heavy' MTA (Mail Transport Agent) if you're
running on a desktop pc. On a server this would not be a problem unless
the server is running a different MTA such as EXIM, Sendmail, qmail,
etc.
