Thanks, but that isn't a bug. Ubuntu configures Policykit so that
members of the "admin" unix group are the users who can authenticate for
actions requiring administrative privileges. The root user doesn't
belong to this group, and so can't authenticate for these actions. Feel
free to read the Policykit documentation and configure it for your needs
though (to allow the root user to also authenticate)
