@Ian: basically ubuntu-mid / the MID seed has not been updated this cycle, nobody is working actively on this seed at this time. Because we're two weeks before release, there's little to be done to rescue it, but I can consider updating the meta-package since it's not used in any image build anyway.
Ideally, we'd have one bug per issue as to discuss them separately; you initially reported the package was not installable, that should be fixed; now concerning the GRUB Legacy dependency, I can drop it I guess since it was for lpia which is deprecated as well. Concerning xfce4-panel, there;s a direct conflict between ubuntu-mid and xfce4-panel. This is because ubuntu-mid pulls thunar-volman for automounting, and hence thunar (direct dependency) but thunar Recommends: xfce4-panel. To avoid this recommends being dragged in and pulling the Xfce stack, a conflict was added. So not much we can do to allow for xfce4-panel without revisiting the full MID seed.
