The problem is more simple than that, and very easy to reproduce :
- Install a fresh install of Ubuntu Karmic
- Boot and Log in
- Start music player
- See that the notification is misplaced on the screen, with an ugly space on 
the top (especially visible when there is nothing on the screen).
Just do the test with people who don't run "the latest code from CVS", they 
will say the same thing. It's not a geek stuff, it's a visual bug. I really 
can't see the improvement in the experience by having this notification lost on 
my screen.

Now, or notify-osd is fixed by changing the policy (because it's the
more easier way to fix this bug), or others notifications are fixed to
behave normally.
