I'm sorry if this bug was confusing-- I was trying to follow the
procedure as I understood it. The profile is fine as is. I was trying to
get a blurb into the release notes for those (or administrators of)
users who use a non-standard location for $HOME. In this case, evince
will not work until /etc/apparmor.d/tunables/home is adjusted.

It is planned for Lucid to make configuration of
/etc/apparmor.d/tunables/home more automatic and user-friendly, but for
now, this situation should be addressed through documention.  The
following is suggested wording (slightly adapted from
https://wiki.ubuntu.com/KarmicKoala/TechnicalOverview#GNOME):

"Evince, the GNOME document viewer, now ships with an enforcing AppArmor
profile. This greatly increases security by protecting users against
flaws in the historically problematic PDF and image libraries. Users who
use a non-standard location for their home directory will need to adjust
the home tunable in /etc/apparmor.d/tunables/home. See
https://wiki.ubuntu.com/DebuggingApparmor#Adjusting%20Tunables for
details."
