xev looks correct (there's one event each for key press and key release, so they appear duplicated). So everything is alright with the hotkeys themselves.
So now it seems to be a problem in gnome-power-manager or hal, and their handling of your particular backlight device. Can you please do killall gnome-power-manager gnome-power-manager --verbose 2>&1 | tee /tmp/gpm.log then let it settle, press the brightness keys (once up, once down), then press control-C, and attach /tmp/gpm.log here?
