1. $ lsb_release -rd
    Description:        Ubuntu 9.10

2. $ apt-cache policy hal
    hal:

3. I have a hal configuration file in
/usr/share/hal/fdi/policy/20thirdparty/ (see attached) that sets a few
important touchpad settings for my laptop. When I log in to X, these
should be the active settings.

4. When I first log in to X after boot, the settings are not active.
Instead, if I restart hal with 'sudo service hal restart', log out, and
log back in, the setting become active.
