Public bug reported:

Binary package hint: kaffeine

Using kaffeine to play videos, scanning forward and back using the
cursor keys does not work great. I am comparing this to mplayer's
behaviour, where holding down a cursor key keeps the video scanning in
that direction; the moment I release the key, the video stops scanning
and resumes play/pause mode. Under kaffeine, holding down the cursor
seems to buffer-repeat, so that when I release the key kaffeine *keeps
scanning*. This is very annoying, as it means to accurately scan to a
place in the video you have to "cursor-tap cursor-tap cursor-tap cursor-
tap ...".
