In the 0.4.x series of PackageKit get-depends and get-requires work as a
kind of preview for installing/removing packages. The PackageKit spec is
a little unclear here.
In the 0.5.x series we will have special Simulate* transactions for
this. So we could revert the get-depends and get-requires to the
naturally expected behavior.
