I'm not sure this is related to init scripts. If I disable open-iscsi
init script (exit 0) the boot process hangs a little bit later. It seems
to be related to a kernel bug.

I'd also add that on my system I see an oops and IRQ 11 is being
disabled. I've attached some screen shots of the boot process.
