Yes this is reproducible. Necessary steps are, Give the command: gksudo -u gdm dbus-launch gnome-appearance-properties and configure GDM.
This checks the "Accessibility features can be toggled with keyboard shortcuts" option every time in System -> Preferences -> Keyboard -> Accessibility.
