As I said it doesn't happen only on my laptop system. I have the same problem with two amd64 PCs and the vanilla kernel too. By the way the Edgy generic kernel couldn't scale cpu at all on my Sony TX2 with ULV CPU but it is no problem since the 386 can do this instead. Even the 2.6.20 doesn't scale on system load so it seems to be a generic Kernel issue.
