Hi,
I'm having the same issue exactly. When I try install apache2-prefork-
dev on Ubuntu 8.04 and I'm getting:
$ sudo apt-get install apache2-prefork-dev
Reading package lists... Done
Building dependency tree
Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
Since you only requested a single operation it is extremely likely that
the package is simply not installable and a bug report against
that package should be filed.

apache2-prefork-dev: Depends: libaprutil1-dev but it is not going to be
installed

I get the same error if I tried to install: apache2-threaded-dev

I tried to install libaprutil1-dev manually and I got this:
The following packages have unmet dependencies:
libaprutil1-dev: Depends: libldap2-dev but it is not going to be installed
Depends: libpcre3-dev but it is not going to be installed
Depends: libpq-dev but it is not going to be installed
Then I tried to install each of these packages manually:
$ sudo apt-get install libldap2-dev
The following packages have unmet dependencies:
libldap2-dev: Depends: libldap-2.4-2 (= 2.4.7-6ubuntu3) but
2.4.9-0ubuntu0.8.04.2 is to be installed
E: Broken packages
$ sudo apt-get install libpcre3-dev
The following packages have unmet dependencies:
libpcre3-dev: Depends: libpcre3 (= 7.4-1ubuntu2) but 7.4-1ubuntu2.1 is to be
installed
E: Broken packages
$ sudo apt-get install libpq-dev
The following packages have unmet dependencies:
libpq-dev: Depends: libpq5 (= 8.3.1-1) but 8.3.6-0ubuntu8.04 is to be
installed

hmm, I was never able to get around this issue. I can consistently get this
error whenever I try to install any of these packages. As a result I can't
install mod_wsgi. To me there were no steps involved just ran: apt-get install
apache2-threaded-dev and got the errors
$ lsb_release -rd
Description: Ubuntu 8.04.2
Release: 8.04
If you want more details on the installed packages or if you have any
questions please let me know. I'm really interested in finding a
solution for this.
