Public bug reported:

Binary package hint: gnome-power-manager

Hello,

Pressing the brightness down / up buttons on my laptop, show the OSD as
if it changed the brightness, but nothing happens. When the brightness
is at maximum and one presses brightness up, the LCD goes full
brightness (similar for brightness down), but the intermediate states
are skipped.

This bug seems to be caused by gnome-power-manager trying to be smart
and detect on itself whether the brightness changes in hardware or not
(see gpm.log). My laptop does not have hardware OSD setting and still
gpm_brightness_hal_set_hw is called only at the end.
