Version 2.28.1 says "File Roller: An archive manager for GNOME."  Is
that the version you have there?  It doesn't look that much confusing to
me, but maybe it's just because I'm used to it: nautilus reads "File
Browser" on title, evince reads "Document Viewer"... I think this is
just the way Ubuntu found to make it easier for new users.  Who'd figure
out nautilus is a file browser?  I see your point, but I don't think
this is a bug after all.
