Public bug reported:

Binary package hint: gnome-panel

On occasions, not always, the application "gnome-panel" gets stuck when
showing a modal dialog, particularly with java 1.6.0_12 and _16, both on
386 and amd64.

Other applications like Wink (for creating animated tutorials as a flash
.swf) also lock up gnome-panel on occasions.

The simple solution is to control+alt+F2 to a tty, login, then killall
gnome-panel, then control+alt+F7 to return to the X11 desktop.

The bug is a total killer for ubuntu beginners who don't know how to
work around it.

I have observed the bug in 9.04 and in 9.10.
