Another observation: when this happens, if I run oowriter as root, it runs immediately. I still have to run oowriter as my normal user twice before it will run. So assuming it's not a permissions problem, it must be configuration issue; however, deleting ~/.openoffice.org doesn't fix the problem, so openoffice must be storing its configuration elsewhere as well.
