Yes, unfortunately reporting bugs only helps in the medium term due to the lag time between getting it fixed in the upstream version and that version getting into Ubuntu, the lag usually ends up being at least a year. Also there is the issue of there are very few, relatively, developers that work on OpenOffice, as I understand it there are only around 30-40 people that actively work on it, compared to the thousands who work on MS Office. So their time has to be juggled between fixing bugs and adding new features, etc.
