Even after going into KDE4's system settings and removing the printer named in 
the never-ending popup (and turning on the 'show printers from other hosts' 
option to reinstate the printer without needing the 'local printer with ipp:// 
url') the popup is still flashing away !
Restarting the cups deamon and downing my network interface likewise have no 
effect. It's like KDE isn't actually polling the device anymore.
Like the OP, this only starts once I have done one print to that printer. 
Karmic, fully up to date.
