Public bug reported:

Binary package hint: grub2

after installing a fresh install of Karmic Koala desktop x86, I
installed the package "linux-server". I then rebooted(wasn't requested
to). when the machine started up again with no grub menu, the uname was
still the generic kernel.

I enabled the menu , ran update-grub, and restarted, and there was no
server kernel in the list.
