Same thing happens on Karmic Koala 9.10.
I realize the problems is that I had a backup from my old /etc in my /home 
partition. For some strange reason, even when I set / in a different partition 
and ask the installer do not use my old home partition (not set as mount point 
for /home either), the migration manager software tried to do something with 
this backup and that is why the installer fails.
After create a tgz file of my /home/etc, the migration manager did not detect 
my backup and the installation ends successfully.
