Probably not, given that "paper cut" doesn't include things involving you breathing near the system. For example, if you set the panels to autohide and experience a minor bug, it's not a paper cut because it wasn't a pristine system (saw this on some other bug). If setting panel preferences is enough to make it not a paper cut, installing software must also be enough.
