If you have been upgrading to Karmic, this bug has been fixed in
libgweather 2.28.0-1ubuntu2, but you still need to set your location
again. To do this, open the clock preferences, then remove the Montreal
location. Click add, enter Montreal again, don't forget to select the
Canada/Eastern time zone, then confirm. In the clock pop-up, re-
associate the location. The weather should display properly now.
This bug is actually bug #404616. The fact that the time zone is not
selected automatically is another bug in process of being fixed
(#291853). Thank you for taking the time to report this bug and feel
