This is more properly addressed by bluez-utils bug #32415 The problem is likely a dbus interaction with gdm/x and it is probably the bluez package's fault.
The bluetooth keyboard does not work in bluetooth mode in X at all. If bluez is not started, it pretends to be a ps/2 or usb board, X is none the wiser and it works.
