The settings are not revelant on duplicates. Did you try to look for the other bug in the bug list? Could you give the keywords you used there? Looking for the duplicate should take less than a minute to you, but if every bug submitter was relying on triager to do that it's quickly and hundred time 1 minute every day which is not used to work on those issues
