Public bug reported:

Using Karmic 2.6.31-14-generic

When I try to delete a file anywhere outside of my home folder, I get a
message saying that it cannot be moved to trash. I am given an option to
permanently delete it.

Steps to reproduce:
1 - Go to the /tmp folder.
2 - Create a new file there (Right click > Create Document > Empty File).
3 - Try to delete that file.

** Affects: ubuntu
     Importance: Undecided
         Status: New
