I am not able to reproduce this problem using Ubuntu 9.04 Jaunty Jackalope and Evolution 2.26.1.
When I open Evolution and attempt to reply to the "Welcome to Evolution!" message, the reply message contains the text: "On Wed, 2007-03-14 at 12:00 +0000, The Evolution Team wrote:" Therefore, the date is in YYYY-MM-DD format as expected. My selected language under "System > Administration > Language Support" is "English (Canada)". The output from the "locale" command is: prompt:~$ locale LANG=en_CA.UTF-8 LC_CTYPE="en_CA.UTF-8" LC_NUMERIC="en_CA.UTF-8" LC_TIME="en_CA.UTF-8" LC_COLLATE="en_CA.UTF-8" LC_MONETARY="en_CA.UTF-8" LC_MESSAGES="en_CA.UTF-8" LC_PAPER="en_CA.UTF-8" LC_NAME="en_CA.UTF-8" LC_ADDRESS="en_CA.UTF-8" LC_TELEPHONE="en_CA.UTF-8" LC_MEASUREMENT="en_CA.UTF-8" LC_IDENTIFICATION="en_CA.UTF-8" LC_ALL= I suspect that this issue has been fixed.
