I found a workaround to this issue for those of you who have an intel graphic 
card (which is what HP Pavillion PCs come with). 
you must revert to an older version of the graphic card driver by following 
these instructions:
https://wiki.ubuntu.com/ReinhardTartler/X/RevertingIntelDriverTo2.4

The instructions were intended for Jaunty but they also work for 9.10

Of course, since the system hangs, you need to start in recovery mode to
run those instruction from the command line.
