I am going to go out on a limb here and say 'no'.  I invite others to
comment on this and correct me, but this is more likely due to a faulty
video card damaging the lcd -- if that is even possible.  Maybe even a
faulty power supply for the monitor?

The operating system can only tell the graphics card what to display,
Ubuntu does not interact directly with the monitor.  I suspect the same
thing would happen if you were to use Fedora, Red Hat, or Windows on the
same machine.
