My boot chart tracked boot times have gone from an average of 30s to an average of 113s after upgrade from 9.04 to 9.10. Even with the +45s for boot chart changes taken into account, this is more than a doubling.
113 - 45 = 68s compared to 30s under the old boot chart measurement. Examining boot chart shows preload adding about 15s. removing pre-load does improve boot time from an average of 113s to 97s.
