It looks like this is a display driver issue, not an NM issue. How do I
go about handing it to the xorg Radeon folks?

I found a similar issue with OpenOffice.org, and did a bit of testing,
and reading of bugs there. One advised turning on the effects on the
display (System ->Preferences ->Appearance ->Visual Effects ->Normal).
Doing that solved the immediate problem for both OOo and NM.

However, it introduced a new problem. I now get a mangled display (i.e.
what I would call radio noise if I saw it on a television) under two
circumstances:

* When moving from desktop to desktop via CTL-ALT-tab. I see "noise" in
the background and some windows. If there is no window open in the new
desktop, the noise goes away when the new desktop is wholly in view. If
there is one or more window in the new desktop, I see noise until I
release the CTL-ALT keys.

* When moving from application to application via CTL-tab. I see noise
particularly in the pop-up display of applications, but only if there
are multiple windows open in the desktop.
