I was finally able to fix this via BIOS. How & when my BIOS got changed to lower the max frequency is a mystery. I had to go in to the BIOS pages related to OCing info (I never touched these, b/c I did not want to OC), but that's where my Frequency multiplier had been lowered (from 12 to 9).
Other folks (at Ubuntu Forums) are reporting the same, so there may be a real issue, but my part of the mystery is solved.
