I don't think this is actually a missing feature, just a case of UI change and poor documentation. To put a panel on the second monitor, add it to the primary monitor, then hold <ALT> + click + drag to move it to the second monitor. This is described in the help, but is far from intuitive.
My feeling is that there should be a right-click menu option to move the panel, but this at least works as a work-around.
