I experienced the same problem with Ubuntu 9.10, however, I noticed that there was an icon with a pair of keys next to the swap and the extended partition suggesting that they were locked. So I right clicked on the swap partition and chose swap off. This took off the keys icon from both the swap and the extended partition. After that I was able to resize the extended partition.
