I experienced the same problem with Ubuntu 9.10, however, I noticed that
there was an icon with a pair of keys next to the swap and the extended
partition suggesting that they were locked. So I right clicked on the
swap partition and chose swap off. This took off the keys icon from both
the swap and the extended partition. After that I was able to resize the
extended partition.

Maybe it would be possible to detect this situation and enable the
resize option but when the user tries to use it, do the swap off
automatically or instruct the user to do it.
