The problem is still there with Karmic

There is _workaround_

sudo modprobe p4-clockmod

After that, I can change frequencies. But in dmesg, I see

[ 3453.208775] p4-clockmod: Warning: EST-capable CPU detected. The acpi-
cpufreq module offers voltage scaling in addition of frequency scaling.
You should use that instead of p4-clockmod, if possible.

Unfortunately I cannot use acpi-cpufreq - that module does not exist
(perhaps compiled into the kernel or smth). Should acpi-cpufreq be
available as separate module?
