Definitely agree with bse4711, this shouldn't even be a conflict. linux- image-virtual packages should have kernels and modules with a -virtual extension, not a -server one.
And just to agree to Steve's content, I ran into this after upgrading a VPS to karmic, which installed the upgraded -server kernel, and then wanting to move to the -virtual kernel.
