I think you're expecting increase where none is warranted. Copying files
is usually not CPU intensive, it's IO bound. The CPU works a lot faster
than the USB device, or USB bus for that matter. While the CPU may be
showing 100%, that's 100% of the lower scale (not 100% of the higher
scale that it would be moving to).

Show me a case where an action on a lower cpu freq (where the ondemand
doesn't increase the freq) performs significantly worse than the same
action with CPU forced to highest freq, and I'll re-open this bug.
